This package contains two programs:
Debtest will check your installed debian packages. It will verify files existency and md5sums. It can also reinstall corrupted packages.
It can give false alarm, but it's not dangerous, the packages are just reinstalled.
Debfilter will create a list of every files installed on your computer and compare it to the real file list. You must not delete directly
the files given by this program: most of them are created by the packages and should not be removed !

Binaries are programs that can be directly used on your computer. If you just want to try or use Deb Test, it's a good choice.
Using the PPA is recomended since you will receive updates automaticaly from your update manager.
You only need to install the PPA (Personal Package Archives) once. In order to do that, you just need to lunch this command :
sudo add-apt-repository ppa:colingille/freshlight && sudo apt-get update
Then, you can simply use this apt-url to install Deb Test : apt://debtest.
